Jill Cahill selected as Community Development Director
Gloucester resident & former legislative administrator to lead Community Development
Gloucester, Mass – October 2017 – Mayor Sefatia Romeo Theken announced the appointment of Jill Cahill as Community Development Director overseeing her economic development initiatives. Upon confirmation, she is set to assume her post on October 16, 2017.
Mayor Theken said, “Jill will be an incredible asset to this City. She’s demonstrated a commitment and passion for Gloucester that will only help to improve the quality of life in our City. Jill will lead efforts to maximize opportunities for all of Gloucester’s residents and business owners. With Jill at the helm, I am confident we will create more economic opportunities throughout our city and take Gloucester to the next level.”
In her role, Cahill will work closely with the Mayor’s Office, developing and implementing plans, policies and programs to coordinate the physical growth and economic development of the City. She will focus on fostering economic development throughout Gloucester; marketing Gloucester on a national and international scale; streamlining licensing and permitting processes; and supporting small businesses.

With more than ten years of experience, Cahill was selected for her ability to provide creative, innovative and forward-thinking leadership focused on achieving operational efficiency and continuous improvement. She is a highly energetic, results-driven professional with a strong understanding of state and local government.
She will leave her post at Pathways for Children where she recently served as Communications and Donations Relations Manager where she provided strategic support to the CEO and created and managed donor relations, cultivation, solicitations and community partnership development. Prior to that she was the Office and Events Manger for The Event Co. She previously worked in government as Chief of Staff for Senator Karen Spilka providing strategic policy planning and public relations and served as Executive Director to the Massachusetts Caucus of Women Legislators being responsible for all aspects of Caucus business including creating and maintaining annual budget and advancing strategic plan.
Cahill received her Master’s Degree in Public Administration from University of Massachusetts – Boston and is a graduate of Colorado State University, where she studied Political Science. She currently serves as the Plum Cove School PTO Secretary and served on the Board of Directors for Health Quarters from 2008 until 2012. Cahill resides in Gloucester with her husband, son and daughter.
